Abstract

Elemen penting dalam rangka perwujudan good governance adalah adanya pengelolaan keuangan yang baik. Sistem Informasi Manajemen Daearah (SIMDA) yang dibuat oleh Badan Pengawas Keuangan dan Pembanguanan (BPKP) memiliki tujuan untuk membantu pemerintah daerah dalam melakukan pengelolaan keuangan daerah. Pemerintah Provinsi Kalimantan Tengah menggunakan SIMDA sejak tahun 2004. Sejak awal diimplentasikan SIMDA telah empat kali mengalami pengembangan sistem, baik karena untuk memperbaiki ketidakstabilan sistem yang lama maupun karena adanya perubahan kebijakan dan aturan perudang-undangan. Hingga sejak akhir tahun 2014 BPKP telah meluncurkan pengembangan aplikasi SIMDA keuangan versi 2.7 berbasis akrual untuk menyesuaikan dengan PP 71 Tahun 2010 tentang Standar Akuntansi Pemerintahan. Perubahan sistem yang sering terjadi berdampak langsung pada sikap mental penggunanya. Pengguna dituntut agar bisa dengan cepat beradaptasi dengan sistem yang baru. Terlebih untuk sistem yang bersifat mandatory karena pengguna tidak mempunyai pilihan untuk menerima atau menolak adopsi sistem baru tersebut. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi penerimaan SIMDA versi 2.7 berbasis akrual serta dampaknya terhadap pengguna sistem. Penelitian akan menggunakan teori dasar TAM yang dimodifikasi dengan melibatkan tiga elemen penting yang terkait dengan penerimaan sebuah sistem baru yaitu karakteristik individu, karakteristik organisasi dan karakteristik teknologi. Penelitian menggunakan metode kuantitatif. Populasi melibatkan seluruh pengguna aplikasi SIMDA di Pemerintah Provinsi Kalimantan Tengah. Sampel dengan menggunakan metode purposive random sampling. Kuesioner digunakan untuk mengumpulkan data dengan menggunakan Skala Likert. Data akan dianalisis menggunakan metode analisis berbasis SEM-PLS.
