ANALISIS KINERJA, WAKTU DAN BIAYA PELAKSANAAN PROYEK PEMBANGUNAN HOTEL DENGAN METODE EARNED VALUE

Metode earned value dapat digunakan sebagai alat ukur kinerja yang mengintegrasikan antara aspek biaya dan aspek waktu.  Metode ini diterapkan pada proyek pembangunan gedung Grand Hotel Colombo Yogyakarta untuk mengetahui kinerja, biaya dan waktu, faktor keterlambatan dan percepatan proyek, apakah proyek berjalan sesuai dengan perencanaan awal terhadap biaya dan waktu. Perkiraan total biaya dan waktu yang dibutuhkan untuk menyelesaikan proyek pembangunan gedung tersebut.

Data yang digunakan dalam penelitian diperoleh dari gedung Grand Hotel Colombo. Penelitian ini dilakukan dengan cara wawancara, studi literature dan studi kasus untuk memperoleh informasi yang berkaitan dengan analisis kinerja, waktu dan biaya proyek dengan menggunakan metode earned value.

Hasil analisis yang dilakukan peneliti mengalami penyimpangan yang diakibatkan oleh keterlambatan proyek dari jadwal rencana dan biaya dengan beberapa factor penyebab seperti pekerjaan awal stuktur, lahan sempit, hari libur dan perubahan gambar kerja, sehingga dapat diketahui bahwa proyek tidak berjalan dengan perencanaan awal baik terhadap biaya dan waktu. Proyek diperkiraan akan menghabiskan  total biaya (BCWS) sebesar Rp 74,759,851,536.903 dan diselesaikan dengan durasi 58 minggu berdasarakan peninjauan terakhir, namun biaya perencanaan yang dikeluarkan (BCWP) sampai pada minggu ke 38 sebesar Rp 30,345,023,738.83, sedangkan biaya aktual yang dikeluarkan untuk menyelesaikan pekerjaan tidak dapat diakses karena datanya bersifat rahasia milik proyek.

ABSTRACT

The earned value method can be used as a performance measurement tool that integrates cost aspects and time aspects. This method is applied to the construction of the Grand Hotel Colombo Yogyakarta building project to find out the performance, cost and time, delay and acceleration of the project, whether the project is going according to the initial planning of costs and time. Estimated total cost and time needed to complete the building construction project.

The data used in the study were obtained from the Grand Hotel Colombo building. This research was conducted by interview, literature study and case study to obtain information relating to the analysis of project performance, time and cost using the earned value method.

 Results of the analysis conducted by researchers experienced deviations caused by project delays from the schedule of plans and costs with several factors such as initial structure work, narrow land, holidays and changes in work drawings, so it can be seen that the project did not run with good initial planning of costs and time. The project is estimated to cost a total cost (BCWS) of IDR 74,759,851,536,903 and be completed in 58 weeks based on the last review, but the planning costs incurred (BCWP) up to the 38th week of IDR 30,345,023,738.83, while the actual costs incurred to complete the work cannot be accessed because the data is confidential project property.
