Model Evaluasi Kinerja SDM Geospasial Menggunakan Metode CPI dan CPD Berbasis WebGIS

Abstrak

Sumber daya manusia bidang Geospasial sangat dibutuhkan untuk perkembangan pembangunan khususnya di pulau Jawa. Hal ini sesuai Undang-Undang nomor 4 tahun 2011 pasal 2 dan 3 pada Bab 2 mengenai asas dan tujuan yang menjelaskan bahwa Informasi Geospasial yang selanjutnya disingkat IG dapat dipergunakan dalam penyelenggaraan pemerintahan dan dalam berbagai aspek kehidupan masyarakat yang diselenggarakan berdasarkan asas-asas yang berlaku. Dengan kebutuhan yang semakin mendesak akan SDM, perlu dibangun sebuah sarana pengolahan data SDM yang bersifat Real Time dan mudah didapatkan, perlu adanya perumusan untuk mendefinisikan tingkat kompetensi SDM. Dalam penelitian ini dimunculkan Index Kompetensi SDM dengan mendefinisikan terlebih dahulu kompetensi-kompetensi yang harus dimiliki seorang SDM, memberi penilaian terhadap setiap kompetensi serta mengolahnya menggunakan metode CPI dan CPD. Index ini menunjukkan tingkat kmpetensi dan rata-rata kompetensi SDM – IG di pulau Jawa. Secara umum index kinerja SDM Geospasial di Indonesia masih relatif rendah yaitu berkisar di 36.1 dari skala 100 sehingga memerlukan upaya peningkatan index kinerja melalui penerapan poin CPD.
