JARAK LAYANAN, KAPASITAS KELEMBAGAAN DAN KERAGAMAN CAPAIAN PEMBANGUNAN DI INDONESIA
Abstract
ABSTRAK
Artikel ini membahas peran kebijakan pemerintah didalam melaksanakan otonomi daerah untuk mengurangi ketertinggalan dan ketimpangan antar wilayah. Jika pendekatan otonomi daerah dipandang mampu mengurangi jarak dan cakupan layanan pemerintah kepada masyarakat, seyogyanya seluruh daerah di Indonesia akan berkembang serta tidak lagi ada ketimpangan antar wilayah. Fokus kajian diarahkan kepada bagaimana kebijakan menghasilkan capaian hasil pembangunan daerah yang berbeda-beda satu dengan lainnya. Dua kelompok amatan yang berisikan wilayah berstatus daerah tertinggal dan non-tertinggal dikembangkan untuk melihat variasi dan faktor penyebabnya. Hasil kajian mengindikasikan kebijakan yang selama ini ditempuh oleh pemerintah belum mampu menghilangkan derajat ketertinggalan dan ketimpangan antar wilayah di Indonesia.

ABTRACT
This article evaluates the role of government policy in addressing regional disparity through the lens of local autonomy. If local autonomy is perceived as capable in reducing span of control and the coverage area of government service provision to the local community, the application of such a policy would lead to the reduction of regional disparity. Two groups with different development achievement were created and evaluated in order to identify why there were variations between the two and what factors contribute to such variations. The result indicates the existing government policy was incapable in alleviating lagging regions and regional disparity. Â
