PENENTUAN ARUS INDUKSI ELEKTROSTATIS SAAT TERJADI “BLACK-OUT†SEBAGIAN JAWA UNTUK MENDUKUNG REKOMENDASI OMBUDSMAN

Tulisan ini menganalisis arus induksi elektrostatis yang ditimbulkan oleh paparan medan listrik di bawah jaringan SUTET 500 kV. Perhitungan dikerjakan melalui simulasi dengan menggunakan pemogram Matlab yang memakai data paparan medan listrik di bawah jaringan SUTET-500 kV. Hasil analisis akan disandingkan dengan hasil investigasi tim Ombudsman Republik Indonesia (ORI) terhadap insiden black out yang disebabkan oleh kegagalan insulation pada span-tower T.434 – T.435 di dusun Malon, Semarang, Jawa-Tengah. Hasil analisis menunjukan bahwa pada Jarak Bentang Samping (lateral distance) 8 m, 10 m, 12 m, 14 m, 16 m, dan 18 meter merupakan kawasan yang berpotensi breakdown pada medium udara dengan sejumlah arus induksi di dalam ranting bagian atas pohon Sengon dengan kisaran 441.70 mA sampai dengan 4 726.1 mA. Arus Induksi ini bersesuaian dengan medan listrik yang terpapar di bagian ranting pohon Sengon tsb. Fakta ini menunjukan bahwa PT PLN (persero) telah lalai dalam hal malmanajemen pada Right of Way, ROW pada span tower T.434 – T.435, dan analisis arus induksi ini bersesuaian baik (good agreement) dengan hasil investigasi tim Ombudsman.

Abstract
This paper analyzes the electrostatic induced current generated by exposure to an electric field of 500 kV extra high voltage (EHV) transmission lines. The computations were carried out using the MatLab software and data of electric field exposure of 500 kV EHV transmission lines were been used. The results of the analysis will be juxtaposed with the results of the investigation of Ombudsman’s Republic of Indonesia (ORI) upon the black out incident which caused by insulation failure in the span-tower of the T.434 - T.435 at Malon hamlet, Semarang, Central Java. The analysis shows that the lateral distance of 8 m, 10 m, 12 m, 14 m, 16 m, and 18 m were an area that have the potential became breakdown-voltage in the air medium accompanied by the flowing induced current in branchs of Sengon's tree. This induced currents have a ranged of 441.70 mA up to 4 726.1 mA which have corresponding to the electric field are in the branchs of Sengon’s tree. This fact shows that PT. PLN (Persero) has been negligent in terms of mal-management of the Right of Way, ROW, in the span tower T.434 - T.435. The analysis of induced currents have in good agreement to the results of investigation of the Ombudsman team.
